Turner Construction Company to Build Military Care Facility

Turner Construction Company recently broke ground on the new National Intrepid Center of Excellence (NICoE) Satellite Center in Fort Belvoir, Virginia.

Turner Construction Company recently broke ground on the new National Intrepid Center of Excellence (NICoE) Satellite Center in Fort Belvoir, Virginia.

As part of a national campaign to construct up to nine identical facilities on major military bases across the United States, NICoE will be used to treat military service members with traumatic brain injuries and psychological health conditions. These satellite facilities will extend the care of the main NICoE facility at Walter Reed National Military Medical Center in Bethesda, MD, a state of the art healing facility completed by Turner in June 2010.

?We all owe a great debt of gratitude to the leaders of the Intrepid Fallen Heroes Fund and the American people who so generously have donated funds to construct these facilities that are so needed by our service members,? said Chris Jahrling, Vice President and General Manager of Turner?s Federal Services Group. ?We are immensely proud of the similar NICoE facility we constructed at Bethesda Naval Center and are excited to build another NICoE facility here at Fort Belvoir to better serve our wounded servicemen and servicewomen.?

The new $11 million facility will include areas for psychiatric testing, chiropractic space, acupuncture, testing rooms, exam facilities, physical therapy areas, a sleep lab and multiple family areas for visiting and delivery of information. All nine facilities will be located on major bases to prevent separating our affected service members from their units, families, and other support groups while they undergo diagnostics and treatment.

In between the big zingers from host Jimmy Kimmel and all those gold-dipped statuettes finding their new owners, the 2012 Primetime Emmy Awards featured several skits worth their weight in comedy gold.

The first big laugh-getter of the night was the opening extravaganza, of course. In it, television's leading ladies -- including Zooey Deshanel, Kathy Bates, Christina Hendricks and Mindy Kaling -- gathered in the ladies' room and found themselves face-to-Botoxed-face with Kimmel. Actually they came face-to-face with a naked Lena Dunham first, but soon it was Kimmel's cosmetically over-tweaked mug they saw.

Bates offered to "punch (his offending face) back in" for him, and she and the other ladies proceeded to beat the Botox right out of him just in time for Kimmel to take the stage.

The next skit that had the audience rolling was a look at how "Breaking Bad" might have looked before the days of cable TV. In "The Breaking Bad Show" (a Walt-White-infused sendup of "The Andy Griffith" show), Walt and his main man, Jesse, (played by the real duo of Bryan Cranston and Aaron Paul) whistled their way to the old fishin' hole -- where they met Deputy Barney Fife and promptly blew him away.

Another gem of the night was a behind-the-scenes look at "Modern Family," wherein the stars of the sitcom tried to show off their warm on-set vibe. Too bad that pesky (and completely adorable) Aubrey Anderson-Emmons messed it all up. In the bit, Emmons proved her role as sweet little Lily really was all an act as she sabotaged her co-stars at every turn. After she removed the steps from more than one trailer, star Ed O'Neill decided it might just be best to recast the Lily role (again). Enter a pigtailed Ken Jeong for the part.

The last big skit was a brief one from the folks of "The Big Bang Theory." Penny, Leonard and Sheldon gathered together in front of the boob tube for some Emmy night fun. Of course, Sheldon's idea of fun didn't exactly mesh with that of the typical Emmy viewer. "In my experience, when that many popular people get together in one place, the next thing that happens is the quarterback and prom king are holding my head in the toilet," he complained. So why watch? Leonard solved the riddle. "He just watches it to see the accountants." Yeah, CPAs all the way.

Retirement savings, paying off toxic debt should be priorities

Dear Liz: I have read tons of books on finance and debt repayment, but I'm having trouble deciding what to do next. My husband and I are 52. He receives a monthly disability income, and I work two days a week. We still have about $105,000 left before our mortgage is paid off. We also owe about $7,000 in credit card debt and $5,500 in overdraft charges.

Should I concentrate solely on paying off debt, including the mortgage? Should we modestly renovate our 20-year-old home because after six kids, it is in need of a little TLC? We could downsize, but I'm somewhat emotionally attached to this house, and downsizing would still mean renovating to get the house in shape to sell. At the same time, we'd like to start a small business in our town. It wouldn't be a huge investment of money, but it's an outlay nonetheless. I don't really want to wait five or 10 years to have to do this because it would mean income for one of our children who needs it and sometimes has to rely on us financially. How should I focus?

Answer: You didn't say a word about retirement savings, but that should be a priority for most people.

If you don't make a lot of money, Social Security is designed to replace 40% to 50% of your earnings. (The more you make, the less Social Security will replace, on the assumption that you've had more opportunity to save.) But most people, of any income level, would have trouble adjusting to living solely on their Social Security checks.

You can estimate your future benefit checks by using the Social Security Administration's calculator at http://www.ssa.gov/estimator. Your results will be based on your actual earnings. Then you can use the AARP calculator (in the "work and retirement" section of the website) to figure out how much you need to save to have a comfortable retirement. You may not be able to reach that goal, but you should at least try to put aside something to improve your future life.

You don't need to be in a rush to pay off your mortgage, but you should target that credit card debt and that shocking amount of overdraft charges. You also should know that renovations rarely pay for themselves when you're ready to sell a home. At best, you typically get back 80 cents for every dollar you spend. A better approach is to make some cosmetic fixes that don't cost a lot, such as new paint, clean windows and freshened-up landscaping.

As for opening a store, understand that small businesses can take a while to get off the ground. If you don't have adequate savings or access to a line of credit, the business could fail and take your investment with it. The Small Business Administration at http://www.sba.gov has resources and Small Business Development Centers to help you understand what lies ahead. Do your research before you begin, and consider holding off at least until your toxic debts are repaid.

Finally, you didn't explain why your child needs your money. If he or she is still a minor, that's one thing. If he or she is an adult and not disabled in some way, however, then the parental dole needs to stop. It doesn't sound like you and your husband are adequately providing for your futures. Your kids need to know they have to provide for their own.

Internet bank saving accounts

Dear Liz: You've written about how helpful it can be to have "savings buckets" or separate savings accounts earmarked for different goals such as vacations, property tax payments and so on. I have been trying to do this myself, but every bank I find charges so much in fees that it would cost more money than I would save. Either that, or they tie the savings accounts to a "free" checking account that has a high minimum balance. Can you please pass along any information about free savings accounts that have no minimum balance? I cannot use Internet banks because I cannot deposit cash when I have $5 or $10 in my pocket that I would take to the bank.

Answer: Actually, you can. Internet banks can be linked to your checking account at a brick-and-mortar bank. You can take your money to the bank, then transfer it to one of your savings accounts at the Internet bank. When we learned that Verizon wouldn't lock the GSM-related components of the iPhone 5, we were waiting for a "gotcha" moment. Surely the carrier would clamp down and steer us back towards its more expensive roaming plans, right? Not according to Verizon spokeswoman Brenda Raney: she says there's no plans to lock Apple's handset at a later point. In other words, you should be free to use a Verizon-locked iPhone 5 on any compatible GSM and HSPA+ networks for as long as you'd like, including with AT&T and Canadian carriers. Of course, this still brings the caveats of having to both buy a Verizon model, either at full price or with a contract attached, and track down a nano-SIM for the carrier of choice. It could nonetheless settle the question of what carrier to pick if you regularly need a passport when you travel -- especially knowing that neither AT&T nor Sprint will be quite so open-minded.

Republican vice presidential nominee Paul Ryan spoke bluntly about Medicare and Social Security Friday, sketching Republican reform ideas and arguing that President Obama, not the GOP, is putting those programs at financial risk.

Often accused by political foes of scheming to "gut Medicare," Mr. Ryan sought to turn that image around.

Speaking at the AARP's "Life @ 50+" conference in New Orleans, he pledged that a Romney-Ryan White House would make no changes to Medicare for Americans now at or near retirement age.

Using terminology that critics say is exaggerated, Ryan said Medicare is "going bankrupt." He accused Mr. Obama of offering no plan for how to cope with projected financial shortfalls, other than calling on unelected bureaucrats to impose cost cuts. Ryan was referring to the Independent Payment Advisory Board, set up in the president's 2010 health-care reform law, the Affordable Care Act (ACA).

"We propose putting 50 million seniors ... in charge of their own health-care decisions," Ryan said in his speech.

Giving seniors a choice of insurance plans, including traditional Medicare, would encourage competition and help hold down the medical inflation rate, he argued.

Ryan's remarks elicited an animated blend of boos and some cheers, sounds that sometimes competed as the congressman from Wisconsin spoke on, unfazed.

Obama addressed the same crowd Friday via satellite. He said the Romney-Ryan approach would undermine a program millions of Americans hold in high regard. "The problem is that insurance companies, once they?re getting vouchers, they?re really good at recruiting the healthier, younger Medicare recipients," Obama argued. "The entire infrastructure of traditional Medicare ends up collapsing, which means that all seniors at some point end up being at the mercy of the insurance companies."

Their dueling visions set the parameters of a battle that will continue between now and Election Day.

The Republican ticket argues that the way to save Medicare is to introduce more competition, and that Obama's path puts the program on a course toward weakness and insolvency. "Time and again, ... he's put his own job security over your retirement security," Ryan said.

The president, in his most recent weekly address to the nation, said he proposes "reforms that will save Medicare money by getting rid of wasteful spending in the health-care system and reining in insurance companies ? reforms that won?t touch your guaranteed Medicare benefits."

In order to promote it, put your social media feeds on your business cards, on flyers, on any print or radio/television ads you do. If you have just started a Facebook fan page for your business, make sure you monitor it regularly, engaging both current and potential customers. By doing so, you can stand out as an authority in your niche, be seen as a go-to business when consumers have questions, and improve your search engine rank. If you are engaged and constantly updating your social media presence, search engines are more apt to have you higher on their lists, meaning more people doing a Google search of your company name will land on your site.

If your company does not currently have a social media presence, there is still time to get your game in gear.

Misinformation: Psychological Science shows why it sticks and how to fix it

Childhood vaccines do not cause autism. Barack Obama was born in the United States. Global warming is confirmed by science. And yet, many people believe claims to the contrary.

Why does that kind of misinformation stick? A new report published in Psychological Science in the Public Interest, a journal of the Association for Psychological Science, explores this phenomenon. Psychological scientist Stephan Lewandowsky of the University of Western Australia and colleagues highlight the cognitive factors that make certain pieces of misinformation so "sticky" and identify some techniques that may be effective in debunking or counteracting erroneous beliefs.

The main reason that misinformation is sticky, according to the researchers, is that rejecting information actually requires cognitive effort. Weighing the plausibility and the source of a message is cognitively more difficult than simply accepting that the message is true ? it requires additional motivational and cognitive resources. If the topic isn't very important to you or you have other things on your mind, misinformation is more likely to take hold.

And when we do take the time to thoughtfully evaluate incoming information, there are only a few features that we are likely to pay attention to: Does the information fit with other things I believe in? Does it make a coherent story with what I already know? Does it come from a credible source? Do others believe it?

Misinformation is especially sticky when it conforms to our preexisting political, religious, or social point of view. Because of this, ideology and personal worldviews can be especially difficult obstacles to overcome.

Even worse, efforts to retract misinformation often backfire, paradoxically amplifying the effect of the erroneous belief.

"This persistence of misinformation has fairly alarming implications in a democracy because people may base decisions on information that, at some level, they know to be false," says Lewandowsky.

"At an individual level, misinformation about health issues?for example, unwarranted fears regarding vaccinations or unwarranted trust in alternative medicine?can do a lot of damage. At a societal level, persistent misinformation about political issues (e.g., Obama's health care reform) can create considerable harm. On a global scale, misinformation about climate change is currently delaying mitigative action."

Though misinformation may be difficult to correct, all is not lost. According to Lewandowsky, "psychological science has the potential to counteract all those harms by educating people and communicators about the power of misinformation and how to meet it."

In their report, Lewandowsky and colleagues offer some strategies for setting the record straight.

  • Provide people with a narrative that replaces the gap left by false information
  • Focus on the facts you want to highlight, rather than the myths
  • Make sure that the information you want people to take away is simple and brief
  • Consider your audience and the beliefs they are likely to hold
  • Strengthen your message through repetition

Research has shown that attempts at "debiasing" can be effective in the real world when based on these evidence-based strategies.

MADIGAN FILES LAWSUITS IN SWEEP OF FRAUDULENT HOME ...

Chicago, IL ? September 21, 2012 ? (RealEstateRama) ? Attorney General Lisa Madigan today announced she has filed five lawsuits in a sweep of fraudulent home repair businesses that cheated homeowners in Chicago and Central Illinois out of more than $365,000.

Madigan said the companies operated home repair scams, soliciting homeowners for repair work and requiring large, upfront payments to begin the work. But the lawsuits allege the contractors failed to do much work ? if any at all ? beyond cashing homeowners? deposits. Madigan said in some cases, these con artists operated as ?storm chasers,? swooping into communities after severe storms to take advantage of people scrambling to repair damage to their homes.

?In all of these cases, there were red-flag warnings that the contractors were up to no good,? Madigan said. ?Any time a repair company solicits door to door or uses high-pressure tactics to sign up customers, it?s a signal that something is wrong. I urge homeowners to use extreme caution when hiring contractors. Do your homework and ask plenty of questions before signing anything.?

Madigan filed lawsuits against the following defendants:

  • National Restoration of Illinois and President John Curtis, a Lake in the Hills-based company for allegedly operating as an unlicensed insurance adjuster, negotiating weather-related damages with a homeowner?s insurance company. Homeowners were defrauded of their insurance checks intended for repair work that the company never completed.
  • Gulli Construction and owner Dominic Gulli, based in Chicago, for allegedly soliciting homeowners door to door for roofing and other repair work though the defendant is not licensed. Madigan said Gulli disappeared for weeks after contracting work with homeowners.
  • North Point Exteriors Inc. and owner Lateef Farooqui, based in Barrington, for allegedly offering unlicensed insurance adjusting services after storms in Chicago area communities. Madigan said these scammers operated as ?storm chasers,? soliciting vulnerable consumers door to door who never saw repairs completed.
  • Tropical Home Improvement Inc. and President Herberth Pulgarin, based in Addison, for allegedly aggressively pursuing consumers for payment after performing no work and for offering unlicensed public adjusting services.
  • Randy Oaks & Sons Asphalt Paving and Seal Coating, Randy Oaks Sr. and Randy Oaks Jr., based in Urbana, for allegedly soliciting older citizens door to door for asphalt work. After consumers paid the contractors for the work, the defendants demanded additional payments of thousands of dollars more under the threat of verbal and physical intimidation in order to complete the contracted work.

Madigan?s lawsuits ask the court to permanently ban the defendants from working in the home repair trade in Illinois, cancel any pending contracts with homeowners and obtain restitution for affected consumers. The lawsuits also seek to impose on the defendants an array of civil penalties for the allegations laid out in each of the complaints.

Madigan offered the following tips to help protect families and businesses from being duped by dishonest contractors:

  • Be wary of contractors who go door to door to offer repair services. Home repair con artists are often transients who move quickly into a troubled area. Ask for recommendations from people you know and trust and, whenever possible, use established local contractors.
  • Insurance adjusters must be licensed by the Illinois Department of Insurance, and roofers must be licensed by the Illinois Department of Financial and Professional Regulation. Ask to see required state or local permits or licenses.
  • Call the Attorney General?s Consumer Fraud Hotline to determine if consumer complaints have been filed against a particular business.
  • Even if there is a need to act quickly, shop around for the best deal. Get written estimates from multiple contractors and don?t be rushed into a deal.
  • Get all the terms of a contract in writing and obtain a copy of the signed contract. Never make full payment until all the work has been completed to your satisfaction and never pay in cash.

Madigan also reminded consumers that the Illinois Home Repair and Remodeling Act requires contractors to furnish customers with written contracts for any repair or remodeling work costing more than $1,000. A contract must be signed by both the customer and the contractor. The law also requires contractors to carry at least minimum amounts of insurance for property damage, bodily injury and improper home repair. Contractors also must provide consumers with an informational pamphlet entitled ?Home Repair: Know Your Consumer Rights.?

Madigan urged homeowners to contact her Consumer Fraud Hotline, (800) 386-5438, to report being victimized by a home repair scheme or to learn tips for finding a reputable contractor.

Assistant Attorneys General Shannon DeLaMar, Junko Minami, Janice Parker and Eric Sirota are handling the cases for Madigan?s Consumer Fraud Bureau.

The iPhone 4S,?and probably the iPhone 5 as well, are vulnerable to attacks from malicious Web pages that can steal the user's pictures, contact information and browsing history and send it all to a remote server.

Wednesday,?at the Mobile Pwn2Own contest at the EUSecWest conference in Amsterdam, a pair of Dutch security researchers successfully exploited a completely patched iPhone 4S.

The duo, Daan Keuper and Joost Pol from The Hague-based computer security company Certified Secure, said their proof-of-concept hack works on both iOS 5.1.1 and the version of iOS 6 that was given to developers several months ago, and made available?to users Wednesday.

Keuper and Pol said iPads are also vulnerable to this attack. While the two haven't had a chance to test an iPhone 5 running the final build of iOS 6, it is likely also at risk, they told Computerworld.

The malicious code ? technically, a drive-by download ? took only a few weeks to create and can be embedded anywhere on a website to work, Pol said.

When placed in a graphic or advertisement on a blog visited by Mobile Safari, the code figures out a workaround for Safari's sandboxing and signing mechanisms.

Users don't need to do anything but visit the booby-trapped page for the malware to work. While the attack is able to steal a lot of sensitive data, email and SMS messages are separately encrypted and are not vulnerable to this particular attack.

Keuper and Pol wouldn't reveal exactly how their attack works, but told ZDNet that it involved a zero-day exploit, one that's not yet known to most security specialists.

They also told ZDNet that they wouldn't do it again.

"We shredded it from our machine," Pol said. "The story ends here. ... It's time to look for a new challenge."

Despite this chink in the iPhone's armor, Pol said he still thinks the iPhone is more secure than any other mobile device.

He said that BlackBerry and Android devices, which that run the same WebKit rendering in their browsers as iOS's Safari, could also be open to this exploit, but haven?t been tested. Pol hopes Apple fixes the exploit soon and that users download the patch as soon as possible.

Last year, security researcher Charlie Miller snuck a malicious proof-of-concept app into Apple's iTunes App Store that could also steal data from iPhones.

For their successful hack of Mobile Safari, Pol and Keuper together took home $30,000.

Israel, Syria trade accusations at U.N. nuclear meeting

VIENNA (Reuters) - Syria, itself suspected of illicit nuclear activity, accused the West at a major U.N. meeting on Wednesday of double standards in implicitly condoning an Israeli atomic arsenal and warned of a nuclear arms race in the Middle East.

Israel hit back at the annual assembly of the International Atomic Energy Agency (IAEA) by saying Syria and its ally Iran were "known for their clandestine pursuit of nuclear weapons and other weapons of mass destruction."

The Jewish state also made clear its view that the volatile region was not yet ready for creating a zone free of such weaponry, which Arab states have been pushing for.

"Such a process can only be launched when peaceful relations exist for a reasonable period of time in the region," Israeli atomic energy commission head Shaul Chorev said. "Regrettably, the realities in the Middle East are far from being conducive."

The United States said last week Syria was using the "brutal repression" of its people waging an uprising as an excuse not to address international concerns about its past nuclear work.

U.N. inspectors have long sought access to a site in Syria's desert Deir al-Zor region that U.S. intelligence reports say was a nascent, North Korean-designed reactor designed to produce plutonium for nuclear weapons before Israel bombed it in 2007.

The IAEA has also been requesting information about three other sites that may have been linked to Deir al-Zor, which Syria says was a conventional military site.

Syrian Ambassador Bassam Al-Sabbagh, in a rare public comment on the issue, insisted that his country was ready to cooperate with the U.N. agency and he sought to turn the tables on Damascus's accusers by hitting out at Israel.

Israel is believed to have the Middle East's only nuclear arsenal, although it refuses to disclose any capability. Like its ally the United States, the Jewish state sees Iran's nuclear program as the most urgent nuclear proliferation threat.

"HOSTILE MIDDLE EAST"

Clearly referring to Washington and its allies, Al-Sabbagh told the IAEA's General Conference in Vienna:

"The fact that some influential states ... condone Israel's possession of nuclear capabilities and its failure to subject them to any international control exposes clearly the extent of double standards used by those states."

He said that this "poses a threat to the region's security and stability and may even spark a nuclear arms race there" and that Israel was the main obstacle to ridding the region of atomic weaponry.

Israel has said it would sign the nuclear Non-Proliferation Treaty (NPT) and renounce nuclear weapons only as part of a broader Middle East peace deal with Arab states and Iran that guaranteed its security.

Chorev, the Israeli delegate, said the concept of a region free of weapons of mass destruction "is certainly much less applicable to the current volatile and hostile" Middle East and would require a significant transformation in the region.

Iran says its nuclear program is peaceful, denying Western and Israeli suspicions that it wants to develop an atom bomb capability. Syria also denies any such ambitions.

IAEA chief Yukiya Amano said this year that Syria had asked for understanding of its "delicate situation" in response to requests for Syrian cooperation with his inspectors.

President Bashar al-Assad is fighting an 18-month-old revolt in which more than 27,000 people have been killed.

Chorev said the situation in Syria was a reminder of the need to secure nuclear materials and added that the whereabouts of atomic fuel intended for the destroyed Deir al-Zor reactor was an "enigma".

Melting Arctic snow threatens to leave seals out in the cold

Arctic-dwelling ringed seals build snow caves on top of sea ice so they can shield their pups from freezing temperatures and predators. But shrinking snow cover could threaten the seals' ability to make these icy lairs, researchers warn.

The seals need at least 8 inches (20 centimeters) of snow cover to make their shelters. While the mid-winter snowfall rate is expected to increase slightly by the end of the century,?Arctic sea ice?is expected to start forming later in the season. This means that heavy snow falling earlier in the winter will drop into the ocean instead of piling up on the ice, the researchers said.

Drawing on 10 different climate models, the researchers predicted that the area of the Arctic that gets 8-inch accumulations of snow will drop by almost 70 percent during the 21st century. This would significantly reduce the area where?ringed seals?can build sufficient caves. Earlier snowmelts and increased rainfall will also threaten to dissolve the seals' caves before the pups are ready to venture outside on their own, the researchers said.

Ringed seals are currently under consideration for threatened species listing. In fact co-researcher Brendan Kelly of the National Science Foundation was interested in the trend in snow depth because he was contributing to a government report related to the petition to get the ringed seals listed.?

In addition to its importance to the health of ringed seals, the snow cover is also critical to sea-ice thickness, which, in turn, is critical to the livelihoods of animals like?polar bears?and walruses that use the ice as habitat. Since snow is more reflective than ice, it also has a cooling effect on the surface. "So the presence of snow helps sustain the icepack into spring time," Hezel said.

The study was led by researchers at the University of Washington and published Sept. 15 in the journal Geophysical Research Letters.
